Additional charges:

CARW — add $1.22 per bi-month billing period flat amount (low income assistance program)
Drought Surcharge — The Tier 1 rate $2.845 applied to all usage above the drought threshold (32 CCF/billing period)
CPUC Surcharge — 1.5% of the total of all other charges (revenue to CPUC not AVR)
