Under Government Code section 11123(a), all meetings of a state body are open and public, and all persons are permitted to attend any meeting of a state body, except as otherwise provided in that article. The section further states that the portion of the teleconferenced meeting that is required to be open to the public must be audible to the public at the location specified in the notice of the meeting. The Commission may take action on any item listed on this agenda.

  1. In the Matter of Our Water Now — H2Own “Yes on Measure W,” Richard Piercy, and Adolph Collaso; FPPC No. 16/19934. Staff: Commission Counsel Christopher Burton and Special Investigator Paul Rasey. Our Water Now – H2Own “Yes on Measure W” is a local ballot measure committee created to support Measure W on the November 8, 2016 General Election ballot in Apple Valley, California. Adolph Collaso is the Committee’s treasurer. Richard Piercy is the Committee’s principal officer. The Committee, Collaso, and Piercy failed to timely change the name of the Committee to reflect the supported ballot measure, in violation of Government Code Sections 84103 and 84107 (1 count); and failed to timely report financial activity on two pre-election campaign statements for the reporting period July 1, 2016 through September 25, 2016, in violation of Government Code Section 84211 (1 count). Total Proposed Penalty: $5,500.
