CFGA to TOAV: Stop the propaganda campaign (October 13, 2015)

Dear Honorable Town Council Members,

As residents of our great Town and active members of its civic life, we value fairness in discussions that have great impacts on its residents, as we know you do as well.

We recently learned that the Town of Apple Valley was invited to participate in an Apple Valley Chamber of Commerce forum on the Town’s proposed acquisition of Apple Valley Ranchos Water Company, which you declined.

The reason stated from Town Manager Frank Robinson was that the Town is preparing an environmental impact report under the California Environmental Quality Act with respect to the proposed acquisition of the Town of Apple Valley Water System, and because of that, it would not be fair to the Company or legally appropriate for the Town to participate in such a forum at this time.

For this reason we are requesting that the Town of Apple Valley and its agents cease all H20urs or other acquisition-related advertising until the Environmental Impact Report process is complete.

We think that you would agree that if it were unfair to engage in a public dialogue with Apple Valley Ranchos Water Company, it would also be unfair to engage in one-sided advocacy of a decision that has not been made yet, and which thousands of dollars are being spent on studying. In addition, the Draft EIR has been released and is in the middle of review by the Town and by the residents.

This includes but is not limited to one-sided advocacy on:

  • The website www.avh2ours.com
  • Radio advertising
  • Newspaper advertising
  • Cable television advertising
  • Digital advertising, including on the Town’s official Facebook page

We agree that residents do need to have access to information, and we understand the need for the appropriate legal notices of meetings and other Town information.

We look forward to your decision, in the view of fairness, on this very important issue.
